We're introducing security measures to provide extra protection in York city centre, as part of our commitment to keeping residents and visitors safe.

We've reviewed all of York's city centre access points and introduced new vehicle restrictions following advice from police and anti-terrorism services.

The council’s Executive has agreed to introduce new measures to restrict vehicle access to the busiest city centre streets during footstreet hours, 10.30am to 5.00pm. View the webcast of the Executive meeting, 29 August 2019.

A rising bollard system will be installed to control access to the following streets during footstreet hours:

  • Parliament Street
  • St Sampson’s Square
  • High Ousegate
  • Spurriergate
  • Coney Street
  • Davygate
  • Finkle Street
  • Church Street
  • Jubbergate

City centre access for those with mobility issues

We initially introduced the measures on a temporary basis, which allowed us to understand the impact of restricted access to the city centre on key groups, including disabled people and others with limited mobility.

To ensure continued access to the city centre for those with mobility issues, we will:

  • continue to provide parking on the streets next to the restricted area
  • ensure continued access to St Sampson’s Square for Dial and Ride services
  • create Blue Badge parking on the traffic-restricted section of Piccadilly
  • convert the Piccadilly taxi rank to blue badge parking during the day, from 10.00am to 6.00pm
  • extend the parking time restrictions outside York Explore on Museum Street from 2 to 3 hours
  • support and promote alternative services like Shopmobility and Dial and Ride

Blue Badge holders cannot access St Sampson’s Square during Pedestrian Zone footstreets hours. Alternative Blue Badge parking is available onthe following streets:

  • Blake Street
  • Lendal
  • Deangate
  • Goodramgate

Access to St Sampson’s Square is available to Blue Badge holders outside of footstreets hours.

City centre access for businesses and deliveries

City centre business owners must ensure deliveries are complete and all delivery vehicles are outside the footstreets area before 10.30am, and that delivery vehicles do not arrive until after 5.00pm each day, to avoid congestion on the roads around the city centre. Any vehicles remaining in the Pedestrian Zone during footstreets hours could be delayed significantly due to restrictions.

City centre access for residents

The changes do not affect advice already given to residents living in the city centre footstreets area; you should continue to keep your vehicle outside the area if you need to make journeys during footstreets hours.

Exceptions to access restrictions

There are a limited number of exceptions for exceptional circumstances, including access for:

  • emergency services
  • emergency utility works
  • security deliveries
  • Dial & Ride vehicles

These will be subject to our control during footstreets hours and will be subject to further review.
