Our Enforcement team issue fines known as Fixed Penalty Notices (FPNs) covering a number of offences, such as:

  • littering
  • graffiti
  • dog fouling
  • noise nuisance
  • selling vehicles on the highway
  • abandoned vehicles

FPN's are issued as an alternative to a prosecution in court and can be issued to anyone over 10 years old.

If you have been issued with a FPN, you must either pay the fine or request that the matter be heard by a court. You may not do both.

Failure to pay may result in a higher fine or imprisonment.

How to pay a Fixed Penalty Notice

By post

Fill in yellow section C, containing the amount of the penalty and send it to:

City of York Council
Community Safety FPN 2nd Floor
West Offices
Station Rise

Cheques or postal orders should be made payable to City of York Council and returned with the completed yellow section C form.

If you are paying the fine by post, you are advised to get a certificate of postage. Payments will be regarded as having been made at the time the payment is received by us.

Do not send cash by post.

In person

Payment can be made in person at our Customer Centre. Please note that while we can accept your payment, we cannot answer queries in connection with your Notice.

By phone

Pay by telephone using your debit or credit card (terms and conditions apply).
