Special permission - excavating the highway

Planned maintenance to the Planning Portal

Due to an upgrade to the Planning Portal between 9.00am on Friday 24 November and 6.00pm on Saturday 25 November, you'll be unable to view documents online during this time.

If you want to dig up a road or pavement ('excavate a highway'), you need special permission from us.

You can normally expect to hear from us within 10 working days.

Tacit consent

Due to 'reasons of public interest' the process of applying for permission to excavate a highway does not fall under 'tacit consent' parameters. If you've not heard from us within the 10 working days, please contact us to check the status of your application.

Excavation restrictions

If temporary traffic lights are required, please complete and return a temporary traffic light application form.

For planned works:

  • 7 working days notice is required for minor works
  • 28 days notice is required for major works (lasting over 10 working days)
