The York Crisis and Resilience Community Grant Programme

The York Crisis and Resilience Fund (CRF) has been made available to local authorities in England to support low-income households who encounter a financial shock, and to support activity that builds individual and community financial resilience to enable individuals and communities to better deal with crises in the long-term, reducing crisis need. This funding covers the period from 1 April 2026 to 31 March 2029 inclusive.

The Community Grant Programme will support ‘Resilience Services’ that contribute towards improving the financial resilience of individuals. Financial resilience refers to the ability of individuals to withstand and recover from financial shocks, such as sudden income loss or unexpected expenses. The purpose of building financial resilience is to enable individuals to better manage future financial shocks and reduce the need for crisis support.

The total funding available for all grants in 2026 to 2027 will be £200,000.

Bids for the CRF Community Grant Programme are invited to provide resilience services for York residents from April 2026.

We're looking to grant fund Community and Voluntary Sector (VCS) organisations who can provide services that support the objectives of the CRF.

York Crisis and Resilience Fund Discretionary Payments

The York Crisis and Resilience Fund discretionary payments (CRF) run from 1 April 2026 to 31 March 2029.

CRF discretionary payments are funded jointly by Central Government Grant and City of York Council York Financial Assistance Scheme (YFAS) monies to:

  • offer timely, assistance to people with low incomes facing financial shocks
  • provide financial support towards housing needs for people who face a shortfall in meeting their housing costs.
  • empower citizens to better manage financial shocks
  • help with immediate crisis
  • prevent crises getting worse and happening again

CRF discretionary payments provide a safety net for York residents who encounter a financial shock and need urgent financial assistance via 2 types of payments:

  • Crisis Payments: providing support to those in crisis
  • Housing Payments: providing financial support to help with rent or housing costs

These payments replace the following 3 local support schemes:
