Referendum
A referendum on the Copmanthorpe Neighbourhood Plan will be held on Thursday 27 November 2025 in line with the Neighbourhood Planning (Referendums) Regulations 2012 as amended.
On Monday 20 October 2025, the council published the ‘Notice of Referendum’
The referendum question is:
"Do you want City of York Council to use the Neighbourhood Plan for Copmanthorpe to help it decide planning applications in the neighbourhood area?"
The specified documents are:
- Information Statement that sets out information specific to the referendum.
- General Statement that sets out general information as to town and country planning including neighbourhood planning and the referendum
- Copmanthorpe Neighbourhood Plan (Referendum version)
- Examiners Report into the Neighbourhood Plan
- A Summary of Representations submitted to the Independent Examiner
- A Decision Statement by the local planning authority that the draft plan meets those basic conditions in paragraph 8(2) to Schedule 4B to the Town and Country Planning Act 1990 and complies with the provision made by or under sections 38A and 38B of the Planning and Compulsory Purchase Act 2004 (as amended)
Copmanthorpe Neighbourhood Plan Examination
Tuesday 7 October 2025: Executive – Decision Statement
Following the receipt of the Examiner’s Report, officers reported the recommendations to the Council’s Executive. The Examiners Report and our Decision Statement were reported to members at Executive on 7 October 2025. Executive agreed with the officers' recommendations that the Copmanthorpe Neighbourhood Plan could proceed to referendum.
The referendum will take place on 27 November 2025.

Wednesday 2 July 2025
The City of York Council and Copmanthorpe Parish Council has sent a response to the Clarification Note to the Copmanthorpe Neighbourhood Plan Examiner. The response sets out the answers to the Examiner’s Questions.
Wednesday 11 June 2025
The Copmanthorpe Neighbourhood Plan Examiner has sent the City of York Council and Copmanthorpe Parish Council a Clarification Note with a series of questions. Copmanthorpe Parish Council will submit a response via the City of York Council to these questions by Wednesday 2 July 2025.

The Copmanthorpe Neighbourhood Plan Examiner, Andrew Ashcroft, has provided a document ‘Examination Arrangements’ to the City of York Council and Copmanthorpe Parish Council, setting out the Examination process and key stages.
Copmanthorpe Neighbourhood Plan Submission Consultation
The public consultation on the Submission Version of the Copmanthorpe Neighbourhood Plan has now closed and no more representations will be accepted.

Background
Copmanthorpe Parish Council formally submitted an application for the designation of a neighbourhood plan area in September 2012. A 6 week consultation on the application and boundary received over 120 responses, all supporting the application, which was approved by Cabinet in January 2013.
An initial pre-submission consultation was undertaken in 2014 and the Copmanthorpe Neighbourhood Plan has since been revised, taking into account the comments received through the consultation as well as further work on associated documents.
Copmanthorpe Parish Council are preparing a Neighbourhood Plan for their area. They consulted on their draft Neighbourhood Plan and associated documents in an informal pre-submission consultation between 2 May and 13 June 2017.
