Existing HMO permits
If you already hold a valid HMO permit, it will remain valid until its expiry date.
However, HMO permits can no longer be renewed and new HMO permit applications are no longer accepted.
Applying for a permit when your HMO permit expires
When your current HMO permit expires, you should apply for a household parking permit through the Permit Portal.
Depending on the number of permits already issued at the property, this may be a:
- household parking permit
- second household permit at an address (first additional permit)
- third household permit at an address (second additional permit)
Permit eligibility is now based on the residents' priority parking scheme rules and the property's eligibility within the relevant residents' parking zone, regardless of HMO status.
This removes the need for separate permit rules based on HMO licence type and provides a more consistent approach across all properties within the residents' priority parking scheme.
Applications can be submitted up to 6 weeks before your existing permit expires and can be post-dated to help ensure continuity of parking eligibility.
Please allow up to 10 working days for applications to be processed.
Permit charges
Household permit charges depend on:
- the number of permits already issued to the property; and
- the emissions category of the vehicle.

Parking locations
Current HMO permits remain valid until their expiry date and can continue to be used in accordance with the existing permit conditions. This includes bays designated with a "C" suffix and Guest House (GM) bays where HMO permits are currently permitted.
HMO permit holders were previously restricted to bays designated for HMO permit holders.
Residents who move to a household parking permit will be able to park in permit holder bays throughout their residents' parking zone, in accordance with the relevant Traffic Regulation Order. This includes bays designated with a "C" suffix, which were previously the only bays in which HMO permits were valid.
Visitor parking permits
Household visitor parking permits are allocated on a per-property basis and are subject to the same annual allowance as other properties within the residents' priority parking scheme.
The annual visitor permit allowance applies to the property as a whole and is shared between all residents at that address.

Guest house parking bays
As part of these changes, bays designated for guest house permit holders (marked "GM") are no longer available for use by former HMO permit holders.
These bays are now reserved solely for guest house permit holders.
