Accessibility Statement - Parking permits and parking fines

This statement applies to part of our online services available via our website - our 'parking portal' - used to administer parking permits and parking fines (known as penalty charge notices, or PCN); the functionality is provided by Taranto Systems.

We are committed to making our online services accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) Accessibility Regulations, 2018.

This part of our website is partially compliant with the Web Content Accessibility Guidelines, (WCAG); we've listed non-compliances.

Non-compliance with the accessibility regulations

  • Downloads generated to provide 'print friendly' terms and conditions may not implement appropriate portable document format (PDF) techniques to meet the WCAG 2.1 AA standard.
  • Some instances of inappropriate colour contrast exist, meaning reduced readability for people with moderately low vision (if not using contrast-enhancing assistive technology - this relates to WCAG 2.1 AA success criterion 1.4.3.
  • There is no means to allow people who navigate sequentially through content more direct access to the primary content of each page - this relates to WCAG 2.1 AA success criterion 2.4.1.
  • Some functionality does not allow focus, making it difficult to understand the content and impossible for keyboard-only users to complete certain tasks - this relates to WCAG 2.1 AA succession criterion 2.1.1.
  • Screen reader users may have problems understanding what to input in some pop up screens, and some form fields, because labels are missing - this relates to WCAG 2.1 AA succession criterion 3.3.2.
  • Some HTML elements are not correctly identified, so assistive technologies may be unable to operate properly - this relates to WCAG 2.1 AA success criterion 4.1.1.
  • There are some instances of incorrectly structured lists - this relates to WCAG 2.1 AA success criterion 4.1.1.
  • It’s not always possible to change the device orientation from horizontal to vertical without making it more difficult to view the content - this relates to WCAG 2.1 AA success criterion 1.3.4
  • It’s not possible for users to change text size without some of the content overlapping - this relates to WCAG 2.1 AA success criterion 1.4.4.
  • It's sometimes difficult for keyboard-only users to determine visually which form control is in focus - this relates to WCAG 2.1 AA success criterion 2.4.7.

What we’re doing to improve accessibility

We have identified the areas of this system that need to be addressed in order to meet the Web Content Accessibility Guidelines. We're working with our suppliers to rectify known issues as soon as possible.

Preparation of this accessibility statement

This statement was prepared on 15 September 2021. It was last reviewed on 15 September 2021.

This system was last tested prior to launch (15 September 2021). Tests were carried out by our suppliers using a web browser extension in Google Chrome called ‘Accessibility Insights for Web’ to check each page against the WCAG 2.1 guidelines, incorporating the NVDA screen reader software.
