Access to the city centre is restricted between 10.30am and 5.00pm by automated sliding bollards (hostile vehicle prevention barriers).
If you require access to the city centre in a vehicle during these hours, and if you do not hold a Blue Badge, then you will need to make a City Centre Vehicle Access Application, to apply for a 'Combined Parking Waiver and Authority to Contravene a Moving Traffic Order'.
City Centre Vehicle Access Application
Applications should be made at least 5 working days before you require access to the city centre area.
You may apply with less notice if emergency access is required. Emergency applications should be made at least 2 hours before you require access.

The waiver, which will be issued by email, should be printed and prominently displayed within your vehicle whilst within the restricted area, if possible.
If the city centre vehicle access terms and conditions are breached, you could be liable for a penalty charge notice and/or prosecution.
There is an administrative fee of £50.00 per vehicle, per day. This charge is not subject to VAT.
An invoice for the fee will be raised at the end of the calendar month within which access is required.
If you wish to apply for a waiver for more than 1 vehicle, you'll need to complete a separate application for each vehicle.
