Local Plan Phase 5 Hearing Session

The Inspectors examining the soundness of the City of York Local Plan have requested a Phase 5 Hearing Session, to address an outstanding issue relating to Gypsy and Traveller provision in the Local Plan, before finalising their report into the Local Plan.

The hearing session will take place on Wednesday 6 March 2024, at the Citadel (York City Church), Gillygate, York, YO31 7EA, from 10.00am.

See further information on the New Local Plan Examination.

The 'Local Plan':

  • is a city wide plan which helps with development control in York
  • sets out opportunities and policies for building/development (including new homes and businesses)
  • describes what will or will not be permitted, and where

Creating a new Local Plan

We're developing a new Local Plan in line with the publication of the National Planning Policy Framework (2012) (NPPF).

Our new Local Plan is currently in the process of Examination by Independent Planning Inspectors following Submission of the Local Plan to the Secretary of State for Housing, Communities and Local Government on 25 May 2018.

2005 Draft Local Plan

The City of York Draft Local Plan Incorporating the 4th Set of Changes (April 2005) and the associated appendices and proposals maps were approved by Council for development management purposes, but not formally adopted.

Given that the new Local Plan has reached an advanced stage of preparation and reflects the 2012 NPPF, the 2005 Draft Local Plan now carries very little relative weight in decision-making.
