The junction of the Monks Cross link road and Jockey Lane has been identified for potential improvements, due to a history of collisions at the junction and a perception that the junction layout is unsafe.
The main area of conflict is with vehicles attempting to cross the dual carriageway to turn right into or out from the Monks Cross link road. Reducing this conflict is seen to be a priority to improving road safety.
At the time of the initial review of accident data, undertaken in 2023 to 2024 and looking at data from 2017 to 2022, there had been 5 recorded injury accidents at the junction all resulting in slight injuries. More recent accident data from 2023 indicates a further vehicle shunt incident on Monks Cross link road, resulting in a slight injury.
The speed limit on both roads is 40 mph. Surveys undertaken in 2022 demonstrated that compliance with the signed speed limit is good, so it's considered that the speed limits are appropriate and there are no proposals to change these.
The proposed scheme aims to:
- prohibit the right turn on exit from the Monks Cross link road
- improve the layout to make the right turn on entry into the Monks Cross link road safer
Left turns in and out of the Monks Cross link road will be maintained.
Proposed improvements will include:
- enlargement of the central reservation island, to facilitate removal of the left turn lane on the Monks Cross link road, and to enable a reduction in road width on the Monks Cross link road - in both directions
- alterations to the northern kerb line on the Monks Cross link road, including tightening of the entry radius from Jockey Lane; this will enable the existing verge area to be extended and allow for the installation of new trees within the extended verge
- improvements to the existing pedestrian crossing on the Monks Cross link road; the existing crossing distance is approximately 10 metres and presents a situation where pedestrians could be at risk, particularly those who are less able - the maximum crossing distance will be reduced to 5 metres
- realignment of the right turn from Jockey Lane onto the Monks Cross link road, and retention of the existing right filter lane on Jockey Lane; an extension of the grassed central reservation on Jockey Lane will facilitate the desired right turn realignment
- amendments to road markings and signage
- the introduction of prohibitions to prevent U-turns at the junction
