Commercial procurement

We spend approximately £144 million each year buying goods and services through our commercial procurement processes.

This helps provide facilities and services to the residents of York.

Tendering for contracts

YORtender online tendering

We use the online portal YORtender for our competitive tendering processes. If you're interested to supplying to us, register on YORtender.

YORtender allows for a fair and transparent tendering process.

Before awarding contracts, our Procurement Team can:

  • invite suppliers
  • publish quotation documents
  • evaluate all responses

Registration is free. You'll start receiving email alerts on relevant projects as soon as you've completed your supplier registration and chosen your relevant categories.

See the YORtender contracts register for details of who we and other local authorities have already awarded contracts to.

Procurement threshold levels

The European Union (EU) sets threshold levels for public procurement to govern the processes we're required to follow when agreeing new contracts.

We're required to follow EU Public Procurement Directives if we exceed these amounts. Potential contracts of this size are advertised in the Official Journal of the European Union, as well as contract award notices, which are then also visible on the ProContract contracts register.

As of 1 January 2018, the current EU thresholds are:

  • supply of goods and/or services contracts: £181,302
  • works contracts: £4,551,413
  • social services and other health services: £615,278

We calculate these values for the entire life costing of the contract, including any extension options.

See the Timescale Tracker guidelines on the minimum timescales for each process.
