Planning and building

Subdivision of dwellings

Dividing existing buildings into smaller 'residential units' (converting buildings to flats) can be an important source of new housing in York. It's also a sustainable form of development as it gives a new lease of life to existing buildings which might be redundant or economically unviable in their current use.

Unsatisfactory conversion

However, unsatisfactory conversion work can result in accommodation of an inadequate size or poor quality where occupants could be exposed to a number of potential problems, such as:

  • overlooking
  • poor outlook
  • overcrowding
  • lack of amenity space
  • noise and disturbance from neighbouring premises
  • inconvenient and unsafe access

Supplementary planning documents

The Draft Supplementary Planning Document (SPD) provides guidance to developers where the 'subdivision of dwellings' is proposed.
