If you want to install an Electric Vehicle (EV) charging point at your home, you must get written permission from your Housing Management Officer (HMO).
Permission is required for all secure tenants.
Introductory tenants cannot install EV chargers.
If work starts without permission, you may be asked to remove the charger and pay the full cost.
Eligibility criteria
You can only be considered for permission if:
- you have off-street parking, such as a driveway with a dropped kerb
- the charger is fully within your boundary
- the charger is not within 2 metres off the road and does not face the road
- charging cables do not cross pavements, footpaths, shared spaces, or public land
- the installation can be completed safely with no tripping hazards
Permission cannot be granted if:
- you live in a flat
- the parking space does not belong to you
- cables would pass over public or communal land
Planning permission
You may need planning permission from the City of York Council Planning team if:
- your home is listed or in a conservation area
- your parking setup does not meet permitted development rules
- the charger does not meet location requirements
It is your responsibility to check planning and building requirements.
Planning approval must be confirmed before permission is granted.
Installing the charger
The charger must:
- be installed by a qualified electrician registered with a Competent Persons Scheme (CPS)
- meet current wiring regulations and EV charging standards
- comply with Building Regulations (Part P)
To find approved installers, use Competent Person Scheme Register.
The installer must notify the Distribution Network Operator (DNO).
No additional electrical equipment may be placed in the external meter box.
After installation
You must provide your Housing Management Officer with:
- Electrical Installation Certificate (EIC)
- Part P Building Regulations Certificate
- make and model of the charger
- a clear photograph of the charger
The council may inspect the installation. Unsafe or incorrect work must be corrected or removed.
Maintenance and moving out
You are responsible for maintaining the charger.
If you move out:
- unsafe or unapproved chargers must be removed
- approved, well-maintained chargers can remain for the next tenant
- if removed, you must repair any damage

You must provide:
- a simple plan showing the proposed location
- installer details
- parking space information
- planning or building approvals (if required)
