From Monday 5 October, we will be improving the junction at Heworth Green, near Dodsworth Avenue and Mill Lane. We expect the works to take 4 weeks to complete.
We're going to undertake essential work to refurbish the pedestrian crossing as part of the Traffic Signal Asset Renewal Programme. This consists of a full renewal of the traffic signal equipment and will include changes to pedestrian crossing equipment to facilitate Puffin near side red and green man displays.
We’ll also be widening the island to make more room for pedestrians, making minor changes to the tactile paving at the crossing, resurfacing some parts of the footways and making some small changes to the cycle facilities when exiting Mill Lane.
Work will start on Monday 5 October 2026, with work expected to be completed by Sunday 1 November 2026.
The works are part of our Traffic Signal Asset Renewal (TSAR) Programme, which was approved in November 2015 and set out a plan to update many junctions across the city. We'll be installing new equipment at the junction which is cheaper to run and more reliable.
The ground work will be carried out by the council’s in-house contractor with the specialist traffic signals contractor Swarco undertaking the traffic signals works. The hours of working will be 8.00am to 5.00pm, 7 days a week.

Impact on traffic and pedestrians
To allow for the works to be undertaken safely, it will be necessary to temporarily place the junction of Heworth Green and Dodsworth Avenue under temporary traffic light control. Although we will attempt to keep delay to a minimum, motorists are expected to experience some delays while the works are underway.
To allow us to undertake the work safely and to minimise disruption to users there will be some restrictions during the works. These are:
- closure of Mill Lane onto Heworth Green for the entire project; a signed diversion route will be in place during the works
- suspension and closure of loading bay outside 50 to 52 Heworth Green
A temporary controlled crossing will be provided during construction to allow pedestrians to cross the road safely.
It will be necessary to temporarily close footways in the works area at certain times during the works and footway diversion routes will be put in place.
Emergency services will always be permitted through the works at all times.
Delays are expected, so please plan ahead when making any journeys in the area during the works.
Impact on local businesses
Pedestrian routes and access to all businesses and properties will be retained throughout the duration of the works as will vehicular access.
