Purpose of this notice
City of York Council ('the Council'), as Local Planning Authority, gives formal notice of its intention to commence preparation of a new Local Plan in accordance with Regulation 19 of the Town and Country Planning (Local Planning) (England) Regulations 2026 and national guidance.
Following Executive Member Decision Session on 30 July 2026 and an Officer Decision on 31 July, a new formal notice has been issued to reflect the amended scope of the Local Plan to include Minerals and Waste policies.
This notice is published to inform residents, businesses, infrastructure providers, statutory consultees, and other stakeholders of the forthcoming plan‑making process and to facilitate early engagement. It is intended to help communities become aware of the plan‑making process and prepare to engage with us through the process.
Local Plan timetable
A Local Plan timetable has been prepared and is published alongside this notice, as required by national guidance.
Plan coverage and scope
The Local Plan will cover the administrative area of City of York Council, as shown by a blue dashed line on the map.
The Local Plan will:
- set out a vision, spatial strategy, and planning policies for the sustainable development of York
- identify land for housing, employment, infrastructure and environmental protection, where necessary
- address key issues including climate change, transport, heritage, green infrastructure and economic growth
- provide a framework for decision-making on planning applications
- incorporate the minerals and waste plan for the City of York in accordance with section 15C(10) of the Planning and Compulsory Purchase Act 2004
