Purpose of this notice
City of York Council ('the Council'), as Local Planning Authority, gives formal notice of its intention to commence preparation of a new Local Plan in accordance with Regulation 19 of the Town and Country Planning (Local Planning) (England) Regulations 2026 and national guidance.
This notice is published to inform residents, businesses, infrastructure providers, statutory consultees, and other stakeholders of the forthcoming plan‑making process and to facilitate early engagement. It is intended to help communities become aware of the plan‑making process and prepare to engage with us through the process.
Local Plan timetable
A Local Plan timetable has been prepared and is published alongside this notice, as required by national guidance.
The timetable sets out key stages, as showing in the table.

| Deadline for receipt of representations in response to proposed local plan consultation | July 2028 |
| Gateway 3: Observations and advice sought from the 'appointed person' on compliance of the proposed local plan with the prescribed requirements | September 2028 |
| Submission of the proposed local plan to the Secretary of State for independent examination | December 2028 |
| Adoption of the local plan | April 2029 |
The timetable will be updated at key stages of plan preparation and when key changes to the timetable are anticipated.

Plan coverage and scope
The Local Plan will cover the administrative area of City of York Council, as shown by a blue dashed line on the map.
The Local Plan will:
- set out a vision, spatial strategy, and planning policies for the sustainable development of York
- identify land for housing, employment, infrastructure and environmental protection, where necessary
- address key issues including climate change, transport, heritage, green infrastructure and economic growth
- provide a framework for decision-making on planning applications
