Calculation of CIL
CIL is a non-negotiable charge on certain types of development.
The council will calculate the amount of CIL payable ("chargeable amount") in respect of a chargeable development in accordance with regulation 40 of the Community Infrastructure Levy Regulations 2010, (as amended).
CIL is charged for the following developments in accordance with the rates per square meter set out in the council's adopted CIL Charging Schedule.

All forms of development which provide self-contained living accommodation (excluding sheltered, retirement and extra care accommodation, and purpose-built student accommodation - which fall within their own CIL charging categories) may fall within this CIL charging band.
These forms of living accommodation could include such development as short-term holiday lets, co-living accommodation, build to rent housing and aparthotels, depending on the proposed occupancy length of the accommodation. Such developments will be assessed on a case-by-case basis.
If a development is mixed-use, you will need to supply detailed information on the types of use, and the floorspace for each use. We will then calculate your CIL charge based on the floorspace that belongs to each use. Where floorspace is being demolished or re-used, you will need to supply detailed information on its floorspace and former or current use to allow us to include this information in the calculations.
The following Instalments Policy was approved on 16 December 2025 for use from 1 February 2026. The time by which CIL Payments are due will depend upon the overall extent of the CIL Liability.
