Magistrates ban visitors from tenant's home

Visitors have been banned from visiting a Council tenant’s home, as alleged illegal drug-related activities and anti-social behaviour were believed to have been causing misery for his neighbours.

This follows a ruling by Magistrates on 22 January 2026.

The Council was granted a partial Premises Closure Order by York Magistrates Court which permits only the tenant of 1 Leicester Way to be inside the property.

This follows reports from neighbours to the Council and police about alleged illegal drug-related activities, loud noise and arguments at the apartment, and an endless succession of visitors. The alleged anti-social behaviour in the property and area was a continual source of disruption and concerns for local people who were worried about its impact on their families.

The Order will last for a period of three months, and anyone found at the address in breach of this Order will be committing a criminal offence.

Cllr Michael Pavlovic, Executive Member for Housing at City of York Council, said:

“Anti-social behaviour (ASB) has a significant impact on the safety and wellbeing of our tenants who tell us that it’s one of their top priorities.

“To ensure we serve them as well as possible, we’re updating our ASB policy. In addition to the distress caused by illegal and disruptive activity, we are proposing to address domestic abuse and hate crime as well to further stem the nuisance. Please report your concerns, and work with us and our partners the police, to reduce ASB.”

Sergeant Charlotte Gregory from North Yorkshire Police said:

“Closure orders are only sought when absolutely necessary, and this decision reflects our commitment to protecting residents.

"We will continue to work collaboratively with key partners to tackle criminality and improve the local community.

“I hope that this further acts as a deterrent for anyone considering being involved in such criminality. If you’re experiencing similar problems or are experiencing any behaviour that causes you distress or has a negative impact on the local community, please report it to the police.”

The Executive Member will be considering a new ASB policy on Tuesday 27 January.
