
The Safer York Partnership is the community safety partnership for York; its priorities are related to:

Community Safety Hub
The York Community Safety Hub deals with crime, fear of crime, anti-social behaviour and works to support safer communities through a multi-agency problem-solving approach.
The Community Safety Hub consists of the council’s Anti-Social Behaviour Team and Neighbourhood Enforcement Team, and the North Yorkshire Police Community Safety Hub Team.
The Anti-Social Behaviour Team is responsible for taking legal action in respect of the most serious forms of anti-social behaviour associated with council tenancies.
The Neighbourhood Enforcement Team is responsible for managing enviro-crime (such as dumped waste and domestic noise nuisance) and public space anti-social behaviour that is unreasonable in nature and has a detrimental impact on people in the locality. This can include: animal nuisance, rowdy behaviour and waste accumulation in residential property.

PREVENT Channel Panel
The government’s PREVENT strategy aims to stop people from becoming terrorists or supporting terrorism. It challenges extremist ideologies and supports vulnerable individuals who may be at risk of becoming radicalised.
Included within the council’s PREVENT duty is the requirement for local authorities to hold regular Channel Panel meetings.
Channel is a confidential, voluntary, multi-agency safeguarding programme in England and Wales designed to provide early intervention for individuals vulnerable to being drawn into terrorism. It assesses risks and creates tailored support plans which may include mentoring, mental health support, or education assistance with the aim of preventing radicalisation.
PREVENT referrals
You should consider making a Prevent referral if you have information that suggests an individual is exhibiting behaviour or making comments that suggest they may be involved in activity which could be linked to terrorism.
Examples of such behaviour include:
- accessing information on the internet with links to terrorist activity
- using extreme right-wing symbols
- exhibiting significant changes in behaviour
- spending significant periods of time alone, withdrawing from social interaction
- having a sudden and obsessive interest in topical terrorist related news stories
- using terminology or words associated with terrorism - notice, check and share
