HMO Licensed Properties Register
Under Section 232 of the Housing Act 2004, City of York Council must keep a public register of licensed Houses in Multiple Occupation (HMOs).
The register includes properties with a current HMO licence. It does not include properties where an application has been received but a licence has not yet been issued. In some cases, property details may be removed from the register. This may happen where vulnerable occupants could be at risk, such as people fleeing domestic abuse, or where there are public safety concerns.
The register shows the HMOs currently licensed by the Council. It does not show all HMOs in York and should not be used to determine whether a property is an HMO.

Buy a full copy of the register
A full electronic PDF copy of the register can be purchased from the Council. The current fee for 2026 to 2027 is £118.50.
After payment, contact HMO Licensing and a copy will be provided within 10 working days.

The Information Commissioner's Office has advised that councils may provide copies of the register containing licence holder names and addresses. However, making this information widely available in formats such as Excel or CSV could make personal data too accessible and may be unfair.
For this reason, City of York Council provides copies of the register in PDF format only.

If you believe a property should have an HMO licence but does not appear on the register, please contact HMO Licensing.
