Proposal
The Nicholas Postgate Catholic Academy Trust (NPCAT) intends to request an admissions variation, via the Department of Education, to reduce the planned admission number (PAN) in Year 10 and Year 11 from 193 to 178 at All Saints Catholic School in York. This means that the admission of at least 15 new students into the school in Year 10, beyond the 178 pupils already admitted to year groups from Year 7, will cease to be in operation after the autumn term of 2025 to 2026.
Overview
All Saints Catholic School in York, part of NPCAT, is inviting consultation responses on a formal proposal to reduce the planned admission number for Year 10 and Year 11 from 193 pupils to 178 pupils, with the September 2025 new Year 10 cohort, being the last to be admitted into the school.
This variation in admission arrangements is felt to be necessary for the following reasons in order to benefit the education and welfare of sixth form students:
- The need to offer additional places in Year 10 in the City of York is no longer required. A local school, that previously ceased delivering their educational offer at age 14 (the end of Year 9), now offers a key stage 4 programme. There are no longer any displaced pupils in Year 10 in York and there is a surplus of places available across the city. This allows parents, seeking an in-year transfer for their children, to have an element of choice as several schools typically have capacity to be able to admit additional pupils in Years 10 and 11.
- The number of pupils gaining entry into the sixth form at All Saints Catholic School has grown significantly in recent years and is expected to continue to grow. The sixth form is co-located in the same building (upper site) with Years 10 and 11. There is a pressing need to continue to change the function of some rooms and facilities in the upper site to accommodate the increasing number of sixth form students. The increasing pressure with sixth form numbers will result in the creation of an additional form group, and the need for an extra study area. With increasingly complex SEND needs within our student population, there is also a need to have a dedicated permanent space for young people with additional needs, especially those that are neurodiverse.
- Analysis of current room usage on the upper site shows that, for 43% of timetabled sessions, there are only one or no free rooms available. There is the projected need for the equivalent of over a day a week of sixth form lessons that need to be taught on the lower school site, in part due to the rooming restrictions at the upper site. By reducing the PAN in Year 10 to 178, core teaching lessons can be reduced to seven groups instead of eight. This would release an extra room for 31 out of the 50 teaching sessions and therefore allow sixth form classes to be delivered on the upper site, and space will be made available for SEND pupils and sixth form study space.
