HMO licensing fees

If you're the landlord of a House of Multiple Occupation (HMO), by law you'll need to have a HMO licence.

You should apply for a HMO licence or renew an existing HMO licence via our online Licensing Portal.

Fees for new HMO licence applications from 1 October 2018

In line with recent court decisions – there are 2 stages to fee payment:

  • your first stage fee payment will need to accompany your licence application
  • your second stage fee payment will need to be paid when your application is complete, so we can carry out necessary checks to enable the notice of intention to issue the licence, but before the final decision to grant the licence is issued. There's a reduction of £75 to the second stage fee if you've already attended a recognised training course

Landlord training course discount

Don't delay in submitting your application for landlord training, otherwise your property will be classed as 'unlicensed'.

If we receive your request to attend a training course before you've submitted your application, you won't qualify for a licence fee discount.

You must complete your training prior to submitting your application in order to meet the training requirement for a licence application.

If this is not the case, please tick the box marked 'none' on the form. You will then have a period of 18 months to attend a relevant course and provide proof of completion to meet this condition of your licence.

Fees for HMO licence renewals

Licence holders renewing a licence for the same property will be charged a 'renewal fee', which is lower than the full HMO application licence fee (provided we receive your application in time).

If we receive an incomplete or late application, we'll charge the full fee (as for an initial application) as detailed above. However, HMO training discounts will still apply.

We'll charge an additional charge (based on the hourly enforcement rate) if we have to do more that the normal administrative work, such as identifying unregistered HMOs and bringing them into the licensing regime. This applies only where we make a decision and don't take formal enforcement action.
