This consultation is part of a second phase of engagement aimed at helping decide how S106 funds will be used to improve recreational and sports facilities in Fulford.
S106 funding refers to money provided by a housing developer (Persimmon, in this case) as part of the Germany Beck development planning agreement. Some of the funds are specifically allocated for outdoor sports and recreation in the Fulford area. The S106 funds can only be used to provide new facilities or improve existing facilities within the vicinity of Germany Beck. The money cannot be used for activities or the ongoing maintenance of facilities.
The consultation also looks at how the Fulford Parish Field and the adjoining Persimmon Field could be used together to provide recreational and sports facilities for the community. It seeks feedback from all parts of the community to develop a priority list for future investment and development.
The consultation closes 25 October 2025.
Questions of the consultation
This consultation aims to reach a broader range of residents, including people who may not currently use the Fulford Parish Field.
We want to know:
- How do you currently use the Fulford Parish Field, and share ideas on what facilities might enable a wider range of people to use and enjoy the community space.
- Your views on how the Sports Pavilion on the Fulford Parish Field and the nearby Parish Hall could be improved to better serve the community.
Your feedback will help shape these spaces. Alongside this survey, we’re also running workshops with families, young people, older adults and disabled residents to get a wider reach in views. Survey results will ultimately inform a report to the Council’s Executive. Some proposals may need planning permission.
Fulford Parish Field current use
Fulford Parish Field currently includes a children’s play area, football pitches, and the Sports Pavilion. It is used by the Fulford Community Sports Club, with an active tennis club and thriving football club. In addition, local families come and use the play equipment and the field is a popular destination for dog walkers. It is also the location for the annual Fulford Show.
The land in question
There are two areas:
- The new land provided by the developer.
- The existing Fulford Parish Field - a green space with a play area, football pitches and a sports pavilion. It currently features a full-sized football pitch and an area that can accommodate a 9v9 pitch. This space can also be adapted for two 5v5 pitches.
Background
During our first consultation in 2022, we asked for views on how to use the land. It explored three design options for the Fulford recreational space. The most supported was the option C which included moving the suggested community and sensory garden, removing fitness equipment, and creating a barrier between the pitch and play area. In addition, the feedback highlighted a need for youth facilities, informal recreation and preserving open green space. People also said they wanted broader community needs considered, not just organised sports users.
Some early improvements have been completed:
- Accessibility and safety improvements to the Sports Pavilion on the Fulford Parish Field (2023)
- Upgrades to Fulford School tennis courts (2024)
- The sports hall at Fulford School
- Approval for a new 3G pitch at Fulford School, supported by S106 funds (2024)
The second consultation (happening now) builds on the first by focusing more broadly on community use and needs - not just sports, but informal recreation, safety, accessibility and inclusion. This time we want to hear more from people who don’t currently use the Fulford Parish Field and engage groups who may have felt excluded or under-represented previously (such as teenage girls, older adults, disabled people).
Examples of potential improvements
This phase focuses on a wider range of uses beyond organised sport. Potential improvements may include:
- Play provision for youth
- Informal recreation spaces
- New sports pitches and improvements to existing pitches and facilities
- Paths and access
- Community gardens (or similar nature developments)
- Improvements to the Sports Pavilion on the Fulford Parish Field
Who is being consulted
This phase targets all community members including:
- Children and young people
- Parents and families
- Older residents, ethnic minorities, disabled people, LGBTQ+ residents
- A focus on Germany Beck residents, as well as the wider Fulford community
