On Wednesday 9 September 2026, City of York Council’s Executive will consider the recommendations of a review into community car park and on-street parking charges in response to local petitions.
The report invites the Executive to review the recommendations from the independent review of community car parking and on-street charges focusing on Bishopthorpe Road, East Parade (Heworth), Micklegate, and The Groves. It includes the feedback from the Place Scrutiny Committee in June 2026 and recommends some changes for the Executive’s approval.
The review was commissioned following petitions submitted by traders and residents in the four areas under the Traffic Management Act 2004 Right to challenge parking policies. The petitions were submitted in response to changes to car parking charges implemented in 2025.
The report recommends some changes to the cost of the Minster Badge (for all residents) and some parking charges reductions for residents in the locations reviewed (with a Minster Badge). It also notes the intention to develop a parking strategy for York as identified in the Local Transport Strategy and its Implementation Plan and proposes the introduction of an additional non-statutory consultation process for significant parking charges changes and the publication of a revised annual parking report to provide additional information on parking revenue and how it is spent.
