York and North Yorkshire Hate Crime and Community Cohesion Plan 2025 to 2028
Together, we aim to build a future where hate has no place, and communities are empowered and have a voice that is listened to and heard. They feel valued and accepted and everyone can contribute towards making York and North Yorkshire the most safe and welcoming place.
Our vision:
- by working in partnership, we'll create communities across York and North Yorkshire where diversity is celebrated, and all individuals, regardless of their background, live free from fear, hatred, and discrimination
- by enhancing understanding, empathy, and respect, we'll be committed to creating safe and inclusive communities where every person can thrive
- through proactive efforts in education, policy, and support systems, we'll work to dismantle the roots of hate crime and strengthen the bonds of unity and mutual respect
Aim 1
Victims of hate crime are treated with fairness, compassion and in a trauma informed manner in which their safety and recovery is a priority.
We'll do this by:
- esuring police response to hate crime is effective and a trauma informed approach is considered
- ensuring victims of hate crime are appropriately supported
- improving third party reporting arrangements
- strengthening activity to address barriers in reporting
Aim 2
The nature, characteristics and extent of hate crime are more fully understood and effectively inform appropriate interventions and policy development.
We'll do this by:
- ensuring lived experiences inform strategic delivery
- improving the sharing of hate crime data between partners to better identify current trends and emerging themes
- measuring progress and success by using quantitative and qualitative methods
Aim 3
Respond to and challenge the underlying causes of hate crime and negative community sentiments to enable our communities to feel empowered, inclusive and safe.
We'll do this by:
- developing a tool kit to help partners to tackle hate crime
- undertaking regular public awareness and engagement activity
- tackling and educate perpetrators of online hate and its impact
- reassuring and safeguard victims of online hate to ensure they are heard and supported
- encouraging all organisations to work together to ensure that Hate Crime towards their staff is unacceptable
- ensuring that people feel safe using public transport
- supporting young people to recognise hate crime and its impact
- supporting organisations that build inclusive communities
