Awaab’s Law: What You Need to Know

What is Awaab’s Law?

Awaab’s Law is a new legal requirement for social housing providers to fix dangerous health hazards within strict time limits. It was introduced after the tragic death of two-year-old Awaab Ishak from prolonged exposure to mould. The law ensures all social housing tenants live in safe, healthy homes.

When does it start?

The law is being rolled out in phases:

  • phase 1 (from 27 October 2025): damp, mould, and emergency hazards
  • phase 2 (2026): wider health hazards
  • phase 3 (2027): all hazards under the Housing Health and Safety Rating System (HHSRS)

We will always act when you report a hazard in your home; regardless of whether it is covered by this law.

What this means for you

You now have stronger rights. If there is a hazard in your home, we must act within legal timescales.

How to report a hazard

  • report it: to report a non-emergency repair, call our Housing Repairs phone line, which is open 8.30am to 5.00pm Monday to Friday, on telephone: 01904 551550 (option 4, option 1) Report a repair to your council home – City of York Council
  • give details: Include location, description, and photos if possible
  • investigation: We’ll inspect within 10 working days (or 24 hours for emergencies)
  • report: We’ll send you a written summary within 3 working days of the inspection

What happens next

  • repairs: Start within 5 working days if a serious hazard is found
  • temporary measures: If permanent repairs can’t be done immediately, we’ll make your home safe. In the case of Damp and Mould this may mean we carry out a ‘mould wash’ to remove the hazard from the mould, while we organise other repairs such as roof repairs
  • alternative accommodation: If your home can’t be made safe in time, we’ll provide and pay for suitable temporary housing

Your responsibilities

  • allow access for inspections and repairs
  • follow advice to prevent issues (e.g., use ventilation properly)
  • report hazards in your property
