City of York Council is due to commence major road works at the Foss Bank junction with Layerthorpe / Foss Islands Road / Peasholme Green as part of the Traffic Signal Asset Renewal Programme.
Works will start on 23rd February until 29th March 2026.
Works consists of:
- full renewal of the traffic signal equipment including replacing the traffic signal controller and installing new traffic signal poles, signal heads and detection equipment
- removal of some sections of guardrail
- resurfacing of small sections of footways and pedestrian islands in the direct vicinity of the junction
The civils / groundwork will be carried out by the Council’s in-house contractor with the specialist traffic signals contractor Swarco undertaking the traffic signals works.
Generally, the hours of working will be 8:00am – 15:30pm, 7 days a week. To allow us to undertake the work safely lane closures for traffic are required and the junction will be operating under temporary signals during the traffic signal replacement works.
For a 5 day period, it will be necessary to suspend the left turn from Peasholme Green into Jewbury to allow works to be undertaken in this location. During this time, a temporary diversion will be put in place via Layerthorpe, Eboracum Way, Heworth Green and Foss Bank. When a fixed date is confirmed for this to take effect, we will send further correspondence.
Motorists are expected to experience delays while the works are undertaken. City of York Council will be managing the network to reduce delays, but drivers are asked to plan their journey carefully and leave plenty of time. We are advising motorists that regularly travel through this location to plan an alternative route where possible.
To reduce delays for bus users, the following diversions will be in place for the extent of the works:
- service 8 will be diverted via Hallfield Road and Layerthorpe rather than using Foss Island Retail Park and Foss Island Road
- services 12 and 13 will be diverted on their inbound trips via Heworth Green, Eboracum Way and Layerthorpe rather than using Foss Bank

It will be necessary to temporarily reroute footways in the works area at certain times during the works with footway diversion routes put in place. However, pedestrian access to all businesses and properties will be retained throughout the works. We request that cyclists take specific care through the works area due to the narrowing of lanes.
