Adult Social Care Fair Cost of Care exercise

As a condition of receiving market sustainability funding over the next 2 years, all councils are expected to complete a Fair Cost of Care (FCOC) exercise in 2022 for 65+ care homes and for 18+ domiciliary care.

We completed a draft Market Sustainability Plan as part of the Fair Cost Of Care exercise and submitted to the Department of Health and Social Care in October 2022 as a condition of the grant.

The final element of the Fair Cost Of Care exercise was to complete a final Market Sustainability Plan and submit via a portal by 27 March 2023, this has now been completed:

We conducted our cost of care exercise and our results were submitted to the Department of Health and Social Care in October 2022:

The outcome of the FCOC exercise is not a replacement for the fee-setting element of commissioning processes or individual contract negotiation.

We'd like to extend our sincere thanks to all those care providers who have contributed any cost data or other information to the FCOC exercise, or who have participated in our engagement activities. We'd also like to thank the Independent Care Group, York’s local care provider association, for their support.

Fair Cost of Care workshops

We're using the market engagement information from this FCOC exercise to engage with our York market through a series of workshops to develop and sustain the market.

Workshops will be held between March and May 2023 to continue to engage with our provider market, and we continue to work with the Independent Care Group, one of the voices of independent care.
