Residents within many larger housing developments are excluded from joining the residents' priority parking scheme (ResPark).
This is in accordance with government guidelines and our policy of discouraging increased car ownership within central areas of the city.
The exclusion of residents from larger developments, such as blocks of flats or apartments, prevents the overloading of the on-street parking in these areas.
Developers are made aware of the exclusions within the area at the planning stage and should therefore make purchasers and tenants aware of any parking restrictions.
Although larger developments may be excluded from the ResPark scheme, other options are available to residents in these properties.
Resident contract permit
If you live within the city walls you may be able to apply for a resident contract permit, a discounted season ticket which allows you to park in one of a number of car parks across York.

A Minster Badge gives residents parking discounts during the day and free parking after a certain time, in most of our car parks and on-street pay and display bays.
Minster Badges are valid for 2 years.
Evening frequent users pass
The evening frequent users pass lets you park in most off-street car parks and on-street pay and display areas from 5.00pm to 8.30am Mondays to Saturdays, and until 12.30pm on Sundays.
Evening frequent user passes are available on a quarterly or annual basis.
