Severe Mental Impairment Exemption for council tax

Where someone is suffering from a severe mental impairment, an exemption or discount may be available to assist with council tax payments.

We will need to contact the claimant’s doctor to award the exemption, so we require a completed application form for Severe Mental Impairment Exemption or Discount.

Please send the completed form by post to the Council Tax Team.

The amount by which council tax may be reduced is dependent on the circumstances at the property:

  • if a claimant lives alone and is liable for council tax a 100% exemption is available
  • if they live with one qualifying carer a 50% disregard is available
  • if they live with one other person over the age of 18 a 25% disregard is available

Carer’s Disregard

As well as an exemption or discount for the person who is subject to a severe mental impairment, support is available to those who are providing care for that person.

We require a completed application form for Caring For Disabled Persons Discount.

Please send the completed form by post to the Council Tax Team.

In order to qualify for a discount you must comply with the following requirements:

  • you must be a resident at the same address as the disabled person
  • you must be providing care for at least 35 hours per week
  • you must not be the husband, wife or civil partner of the person
  • you must not be the parent of the person, if they are under 18
  • the disabled person must be in receipt of a benefit listed on the form
