Housing strategy

The York, North Yorkshire and East Riding (YNYER) Housing Strategy (2022 to 2023) updates the strategic housing priorities for York, North Yorkshire and East Riding for the period 2021 to 2023.

This is a time of significant change for the patch, as we move towards a new unitary council for North Yorkshire on 1st April 2023; and seek devolution for York and North Yorkshire.

Building on the achievements of the 2015-2021 Housing Strategy, this Review responds to the challenges we face post Brexit and COVID-19, as we seek to tackle pressing issues linked to housing affordability, homelessness, decent homes, and carbon reduction. This review seeks to guide housing action and investment during this period of significant transitional change.  

Our strategy also includes delivering housing priorities set out in the government's Local Growth Deals.

Our priorities for housing

Our strategy includes 9 housing priorities:

  • work with partners to increase the supply of good quality new housing across all tenures and locations
  • ensure our housing stock reflects the needs of urban, rural and coastal communities
  • ensure our housing stock meets the diverse needs of our population at all stages of their lives
  • ensure new homes are of good design and environmental quality regardless of tenure
  • continue to make the best use of our existing stock and ensure that it is of a decent quality
  • ensure all homes have a positive impact on health and wellbeing, and are affordable to run
  • continue to reduce homelessness
  • ensure housing is allocated fairly and on the basis of need
  • provide appropriate housing and support for those with specific housing needs

How our housing priorities were developed

Our strategy is based on strong evidence gathered from a range of surveys and consultations; it's the result of a collaboration between the York, North Yorkshire and East Riding Local Enterprise Partnership (LEP), the Housing Board and our stakeholders.
