We keep the Foster Care Recruitment Campaign Privacy Notice under review. It was last reviewed and updated in November 2019.
We urgently need to recruit more foster carers and we’re launching a campaign to recruit 15 new foster carers.
To do this, we are working with George Co Marketing Services. This privacy notice explains how we will use the information you give us.

During the course of the foster care campaign production, we may ask you for
- contact information
- demographic or firmographic information about you or the organisation for which you work
- extended (open-ended) information that helps to provide context for your responses
- video footage which is taken to help to provide context for your responses

Using personal data
We'll only use the information you give us for the City of York Council Foster Care Recruitment Campaign.
George Co Marketing Services, will share the recruitment messages on social media to people in the York area, though the messages may also be spread further afield through engagement, for example: shares, retweeting.
The details you provide are used for aggregated analysis – that is, responses are pooled with those of other participants and are reported anonymously.
Our legal basis for using personal data
Your cooperation in the campaign is voluntary and we will ask for your explicit consent to take part. You can withdraw from participating at any time. This means our lawful basis for using your information in the ways set out in this privacy notice, is because we have your explicit consent to do so.
Sharing data under Data Protection legislation
We may be required or permitted, under data protection legislation, to disclose your personal data without your explicit consent, for example if we have a legal obligation to do so, such as for:
- law enforcement
- fraud investigations
- regulation and licensing
- criminal prosecutions
- court proceedings
We must protect public funds and may use personal data and data-matching techniques to detect and prevent fraud, collect taxes and ensure public money is targeted and spent in the most appropriate and cost-effective way. To do this, your personal data may be shared with other bodies responsible for auditing or administering public funds, including the Department for Work and Pensions, HM Revenue and Customs, the Police and other local authorities.
We'll never sell the personal data you give us as part of this campaign.
Retaining personal data
We'll keep the information you give us in the council’s secure network and make sure nobody has access to it who shouldn’t.
We'll only keep your information for as long as is required for this campaign, which is 3 years. When we no longer have a need to keep it, we'll delete or destroy it securely.
At the end of the retention period, we may pass any relevant information to the City Archives where it is required or appropriate to do so.
George Co Marketing Services do not store any personal data and, at most, may ask for a postcode, however no identifying personal data will be requested or stored.
Any quantitative and qualitative personal data captured will be anonymised. Quantitative data is anonymised via aggregation and pseudonyms. Qualitative data is masked in audio formats and transcripts for which we use aggregation and pseudonyms to anonymise.
Your personal data will then be securely deleted and the council will be provided with confirmation of this disposal.
Transferring personal data abroad
No information for this campaign will be stored outside of the EU.
Further processing of personal data
If we wish to use your personal data for a new purpose, not covered by this Privacy Notice, then we'll provide you with a new notice.
The new notice will:
- explain this new use before we start the processing
- set out the relevant purposes and processing conditions
Where and whenever necessary, we'll seek your consent to the new processing, if we start to use your personal data for a purpose not mentioned in this Privacy Notice.
Your rights relating to personal data
When we collect your personal data we'll tell you how we are going to use it. Where we process your personal data, you have a number of rights under data protection law.
