Following a review of the Homelessness Strategy 2018 to 2023, a draft homeless and rough sleeping strategy for the next period 2024 to 2029 has been produced. The council has a duty to statutory carry out a homelessness strategy review and to formulate and publish a homelessness strategy based on that review.
The new Strategy aims to build on existing successes and partnerships to make homelessness rare, brief and non-recurring.
The following themes guide how the council aims to do reduce homelessness and rough sleeping in York through the Strategy:
- expansion of Housing First with 250 additional 1-bed homes over strategy period. A multidisciplinary team providing holistic support for service users will be included in the Housing First Model
- resettlement service redesign including additional specialist mental health provision
- expansion of social housing through planning policies and the council housing delivery programme
- review of evidence on a potential expansion of temporary accommodation
- homelessness prevention and tenancy sustainment
- tackling domestic abuse
- revised governance structure and performance framework with enhanced data reporting
