Government help with energy costs

Council Tax Energy Rebate Discretionary Payment Scheme

If you didn't qualify for a £150 rebate under the main Council Tax Energy Rebate Scheme, you may be able to apply for a payment through the discretionary scheme.

The discretionary scheme will close on Friday 25 November.

Discretionary eligibility criteria

You may be eligible if you reside in a:

  • council tax band A to D property, and aren't liable to pay council tax, but are responsible for energy bills
  • or;
  • council tax band E to H property and the household is liable for council tax, and in receipt of 1 or more of the listed benefits, or can provide evidence of financial hardship, with capital of less than £6,000;
    • The household is in receipt of
      • Council Tax Support
      • Universal credit
      • Working Tax Credit
      • Income based job seeker allowance
      • Housing Benefit
      • Income related Employment and Support allowance
      • Pension Credit
      • Disability Living Allowance
      • Personal Independence payment

We'll need to validate that you're the council tax payer or are responsible for the energy bills, and the bank details we're paying to are for the correct person. This will require you to upload a copy of your bank statement or energy bill as evidence.

Apply for the Energy Rebate Discretionary Payment Scheme

Before you complete this form, you'll need to collect and prepare:

  • your council tax information
  • a screenshot or photocopy of the bank statement for the account you wish to receive payment
  • your bank account details including the name on the bank account, the sort code and account number

If you are liable for council tax but do not receive any benefits, you'll also need to collect and prepare:

  • proof of your household income
  • proof of your household expenditure

Please be aware that our system will 'time out' after 10 minutes spent on each page of this application. We strongly suggest you gather the required information and prepare copies of digital documents ahead of completing the form, as it's not possible to save a partially completed form, nor to retrieve information if the time out period is reached.

Applications for the discretionary scheme will close on Friday 25 November.

Offline applications for those who cannot use digital services

If you have friends or family members that can help you with the digital form, they can help you submit your details.

The form can be completed on a smart phone, but if you don't have access to a computer or smart phone, you're welcome to use the self-service computer facilities that are available at your local Explore Library or in our Customer Centre at West Offices in the city centre.

You don't need to make an appointment to use these computers; library computers can be used for up to 2 hours a day for free with a library card number and PIN number. See further information about using public computers on the Explore York website.

If you can’t get online or use any digital devices, and nobody in your household can help, you can telephone: 0300 373 0727 where a member of staff can complete the form on your behalf. Please make sure you have all the information required to hand.

You can drop in to Citizens Advice York for assistance with your application in person from 10.00am to 2.00pm Monday to Thursday. Citizens Advice York are located at City of York Council, West Offices, Station Rise, YO1 6GD.

You can also get support through your Local Area Coordinator, local food bank, or from local community hub and advice services across the city. See more information about available benefits advice.

Community support sessions are also available where people can get assistance to make applications for the rebate. Live Well York's events calendar has details of local community outreach advice and support services.

Please make sure you only give your personal details to someone you know you can trust, or through one of these recommended support services. There have been reports of scammers pretending to represent local councils to get access to bank details from customers.

Energy rebate discretionary scheme payments

A single one-off payment of £150 will be made to any qualifying household. A discretionary payment will not be made where any household has received a payment under the main scheme. Only 1 discretionary payment will be made per household regardless of the number of occupants or council tax payers.

No awards will be made for unoccupied premises or second homes.

Payment will be made directly into your bank account, as soon as possible. We aim to do this within 2 weeks of a successful application.

The discretionary scheme will close on Friday 25 November.

Awards will be made on a first come first served basis.
