COVID-19 business grants

Many York businesses are eligible for grant payments under 4 government schemes, covering:

  • the brief period whilst York was under Tier 2 local restrictions, between 17 October and 4 November
  • a payment for business sectors which have received no previous government support , relating to a period between 1 and 4 November
  • either a standard scheme for the period of national restrictions between 5 November and 2 December ,or an additional scheme for the period of national restrictions between 5 November and 2 December

Local Restrictions Support Grant

The Local Restrictions Support Grant is for businesses in the hospitality and leisure sectors. Hotels and guesthouses (B&Bs) will receive a proportion of the following monthly grants to reflect the 19 days spent in Tier 2:

  • for properties with a rateable value of £15,000 or under, grants of £934 per month
    • pro-rata amount for businesses in York over 19 days: £634.79
  • for properties with a rateable value above £15,000 and below £51,000, grants of £1,400 per month
    • pro-rata amount for businesses in York over 19 days: £950.00
  • for properties with a rateable value of £51,000 or above, grants of £2,100 per month
    • pro-rata amount for businesses in York over 19 days: £1,425.00

Sector Support Grant

A new government Sector Support Grant was introduced from 1 November 2020. However, this will be superseded from 5 November by the lockdown restriction scheme.

The sector support grant is aimed at businesses which have not previously received support, including:

  • nightclubs and discotheques
  • dance halls
  • sexual entertainment venues
  • hostess bars

These businesses will receive the following amounts:

  • for properties with a rateable value of £15,000 or under, grants of £667 per 14-day period
    • pro-rata amount for businesses in York over 4 days: £190.57
  • for properties with a rateable value above £15,000 and below £51,000, grants of £1,000 per 14-day period
    • pro-rata amount for businesses in York over 4 days: £285.71
  • for properties with a rateable value of £51,000 or above, grants of £1,500 per 14-day period
    • pro-rata amount for businesses in York over 4 days: £428.57

Lockdown Restrictions Grant

The Lockdown Restriction Grant is for businesses forced to close by law under national lockdown from 5 November 2020.

During this period a single grant to cover the 4-week period will be paid to each eligible business. The grant amounts will be fixed. Businesses with more than 1 qualifying property will receive more than 1 grant.

These businesses will receive the following amounts:

  • for properties with a rateable value of £15,000 or under, grants to be £1,334 per 28 days
  • for properties with a rateable value above £15,000 and below £51,000, grants to be £2,000 per 28 days
  • for properties with a rateable value of £51,000 or above, grants to be £3,000 per 28 days

Additional Restrictions Grant

The Additional Restrictions Grant scheme only applies for the period of national restrictions, from 5 November 2020 to 2 December 2020.

This is a discretionary scheme designed to support York businesses which are affected by the lockdown, but not eligible for 'Local Restrictions Grant (Closed)' funding (the Lockdown Restrictions Grant).

The scheme’s aim is to help businesses which, whilst not legally required to close, are severely impacted by COVID-19 restrictions.

Businesses will receive different amounts depending on their circumstances.

Businesses which are liable for business rates may receive the following amounts:

  • for properties with a rateable value of £15,000 or under, grants to be £1,334 per 28 day period, or £667 per two weeks
  • for properties with a rateable value above £15,000 and below £51,000, grants to be £2,000 per 28 day period, or £1,000 per two weeks
  • for properties with a rateable value of £51,000 or above, grants to be £3,000 per 28 day period, or £1,500 per two weeks

These amounts apply if you receive a business rates demand from City of York Council, even if you have a form of relief meaning you have nothing to pay.

Please note if you are in receipt of empty property relief, you're not entitled to this grant.

Businesses which are not liable for business rates, but incur fixed commercial premises costs may receive the following amounts:

  • grants to be £1,334 per 28-day qualifying restriction period

These amounts apply if you do not receive any form of business rates demand, for example you operate from a shared office space.

This may apply to anyone who pays for space, even when they are not able to trade. Please note that a market stall or pitch is not classed as fixed premises.

Businesses which are not liable for Business Rates, and don't incur fixed commercial premises costs may receive the following amounts:

  • grants to be £500 per 28-day qualifying restriction period

For example, a mobile hairdresser, taxi driver or a market trader.
