Reporting Speeding Concerns

If you are a York resident and you have issues about speeding in a certain area of the city, then you can request that your concerns be investigated under the speed review process.

Since November 2008, speed complaints have been investigated by a partnership including North Yorkshire Police, City of York Council and North Yorkshire Fire and Rescue. The partnership was formed so that all reported speed concerns could be examined using a consistent and rigourous approach, including collection of speed data and an investigation of any prior casualties.

To submit a speeding complaint, please download the Speed Concern Report Form from this page. Send the completed form to North Yorkshire Police, Traffic Mangement Office, Fulford Road, York YO10 4BY.

If you are unable to download and print the form, paper copies are available from North Yorkshire Police Community Officers, ward and parish councillors, or on request from the council's Road Safety Officer (telephone 01904 551331).

We will send an acknowledgement letter when we receive your form. The investigation will examine accident records and traffic speeds on the road and will determine what, if any, action should be taken. When our investigations are completed you will be informed of any conclusions. 

A report is produced twice per year updating Elected Members and the public on the outcome of the investigations. A summary of all the sites reviewed and reported on since December 2009 is available to download below, with further details available in the minutes of the relevant council meeting.

Please note that the speed review process only looks at concerns about the existing posted speed limit. Requests for a change of speed limit are looked at via a different process. Currently there is a review of the speed limits on all A and B roads across York.

Can I email my speeding concerns?

We ask that you download the form and fill in as many of the details as possible, as this will help officers to focus their limited resources at the right issues. As each of the organisations in the partnership use different computer systems, a paper based form currently remains the most efficient way to share the information within the partnership.

How long will the investigation process take?

The time an investigation takes can vary, depending on the number of other investigations ongoing at that time. It also depends on the site and whether relevant data has already been collected. Due to the very limited staff resources we have available, it can take between 6 and 12 months for investigations to be concluded.

If we send multiples copies of forms or a petition, will this help our cause?

Only one form is required to trigger an investigation. Sending multiple copies of the same complaint complicates the administrative process and will often lengthen the amount of time it takes to look at all the issues. However everyone who submits a form will get an acknowledgement and will receive feedback from the investigation process. Sites are prioritised using the findings of each investigation, with priority always being given to those sites which have a history of speed related casualties.

How do I request to have a speed camera on my street?

Demand for action to reduce speeds on residential streets in York is high. Police enforcement using the safety camera van is one of a range of tools available, which may or may not be appropriate for use at a given site, depending on the outcome of any investigation under the speed review process.  Placement of the camera van is entirely at the discretion of North Yorkshire Police, whose current policy is that all requests must processed through the speed review process.

My location has already been investigated. Can you look at it again?

Because of the time and costs associated with investigating speeding complaints at a given location, we would not normally consider a second investigation at the same location within 3 years unless it becomes evident that the situation at that location has changed substantially since the original investigation.
