City Of York Council

Household and additional vehicle parking permits

How many permits can I have?

A household permit may be issued to a person who occupies a self-contained unit of domestic living accommodation that is situated in a resident parking zone.

You can have a household permit whether you have a vehicle or not. You can use this permit on any vehicles including those parked by visitors to your property.

You are entitled to three more permits but for each of these you need to show that the vehicle is registered at your address. These permits can only be used on the vehicle for which the permit is issued. The registration number is written on the permit. If you have off street parking you are only allowed up to three permits.

If you are disabled or require assistance there are additional permits available.  (See Disabled parking permits).

Apply for a permit

To apply for a household permit you need to provide one of the following proofs of residency for you at the address:

  • council tax demand
  • utility bill, such as BT (landline only), water or gas (dated in the last 3 months)
  • driving licence
  • existing authorisation card
  • proof that your name appears on the current edited electoral roll (the edited electoral role is the one that is open to the general public to view)
  • pension/benefit book
  • tenancy agreement

To apply for additional permits you must provide a copy of a vehicle registration document for each vehicle. The vehicle registration document must be in your name and the vehicle must be registered at your current address. If your vehicle is registered to the company that you work for you must provide a letter from your company on headed company paper confirming that you have the use of the vehicle.

Forms

Complete either the household application form or the additional household permit application form and return it together with the required copy documents and the correct payment to Parking Services.

Cost

The initial cost of your permit depends when you want to buy your permit and in which zone you live. There are also three types of Household Permits available depending on the level of emissions that your vehicle produces and the size of your vehicle.  If the emissions are up to 120g/Km2 or your vehicle is less than 2.7m long or it is Electric or LPG powered, then you will be entitled to the discounted rate.  If the emissions are over 185g/Km2 or your vehicle is longer than 5m, you will be charged the premium rate for your household permit.

If you are unsure of the emission level of your vehicle please visit, www.taxdisc.direct.gov.uk/EvlPortalApp/ (pick 'Vehicle Enquiry' from the boxes on the left hand side and then enter your vehicle registration number and vehicle make).

A leaflet explaining the council's policy in reducing carbon emissions is available to download (see 'Documents to download').

    Temporary permits

We appreciate that when you move into a new property, you may not have the relevant proof of residence to apply for a residents parking permit. You are, therefore, able to obtain a temporary parking permit to park in your residents parking zone for a period up to 3 months for up to 4 vehicles per household.

You are also able to obtain up to 6 books of visitor permits per property during the period of your temporary permit. Once the allocation of 6 books have been issued, we are unable to issue any more visitor permits until we have received proof that you reside in the property.

Once you have obtained the necessary proof of residence you will need to forward it to the Parking Office to provide evidence that you reside at the property. Once the documents have been received, a permanent permit will be issued to you to allow you to continue parking in your residents parking area. To apply for a temporary permit, you need to complete a household application form. However, if you have more than one vehicle that requires a permit, you will also need to complete an Additional vehicles application form. For more information please contact the parking office.
