Local authorities are required to produce Local Transport Plans (LTPs), strategies for developing local integrated transport as part of a longer-term vision for the city. LTPs are used by central government to allocate funding for transport schemes.
The final Local Transport Plan 2006-2011 was submitted to central government in March 2006. This replaces the Provisional (draft) Local Transport Plan 2006-2011, which was submitted to central government in July 2005.

The plan builds upon the success of the first plan and seeks to address the fact that traffic in York is predicted to grow considerably over the coming years. The five year transport programme for the city will be set in the context of a new 15-year local transport strategy.
The key aims of the plan are to ease congestion and improve accessibility, air quality and safety. The plan highlights that if no action is taken to address these issues, traffic levels in the city will increase by 27 per cent in the next 15 years alone.
At the heart of the plan is a revolutionary public transport system that will enable people to travel between any points within the outer ring road with minimal walking required at the start and end of their journey.

Following approval of the provisional LTP, extensive consultation was carried out between September and November 2005 to ensure the views of stakeholders and residents were adequately addressed before the submission of the final document in March 2006.
The consultation took the form of presentations at Ward Committees, Parish Councils and interest group meetings. Although not all offers to attend meetings were taken up, presentations were made to 18 Ward Committees, 5 Parish Councils and 9 other interest groups.
A Sustainability Report has been produced appraising the environmental, social and economic impacts of the new LTP on the City of York. It will be used to inform the decision-making process, ensuring that any positive impacts are maximised and that negative impacts are avoided or minimised.
