22.01.03: Council Awards Performance Management Contract (release issued by GCL)
The project's aims are to support York's improvement culture and to enhance the York Management System. The solution will see GCL Management Consultants and QPR Software Plc working with City of York Council to develop a bespoke scorecard model that is in line with their existing processes for performance management; data loading of all national and council data as well as installation and testing.
By adopting this mixed consultancy and software approach York will have the systems and processes in place to ensure that the needs of key stakeholders are met, including those of citizens/customers, staff and members. The system will also be used to help move York from a "Good" to an "Excellent" CPA score.
John Gibson, City of York Council's Head of Business Management, said "The solution offered by GCL/QPR emerged from a rigorous evaluation process as offering the best combination of functionality, flexibility and cost-effectiveness to help York tackle its performance management needs."
The complete solution, scheduled for delivery in Mid October, will consist of a total of 107 licences for the QPR ScoreCard system (broken down into 7 developer licences and 100 for the web portal), using York's MS SQL database as the information source.
Although the initial development work will be carried out by GCL Management Consultants and QPR Software Plc the developer licences will allow York staff, trained by GCL Management Consultants, to build and define new models for the organisation, run reports for members and other stakeholders and publish results to the web using the built-in web-publishing feature. The portal users will be able to add/update data and view current results live through the web portal, allowing for greater levels of integration and adoption of the solution throughout the organisation.

The QPR ScoreCard product is Balanced Scorecard Collaborative Certified, an internationally recognised accreditation body, and is in use in over 139 countries worldwide. It is highly flexible in both the models that can be used (Balanced ScoreCard, EFQM or bespoke) and in its integration capabilities. The software can use almost any database as an information source including SQL, MS Access, MS Excel etc. And can link to a variety of document types including Adobe Acrobat, MS Word, MS Excel, MS PowerPoint and many others.
