Emergency repairs have been carried out and the system will be fully operational by rush-hour this evening and no repeat of this morning's problems is anticipated.
The fault in the communications system provided by BT was traced this afternoon to faulty electronic cabling which has now been repaired temporarily in advance of a full overhaul.
Peter Evely, the council's head of highway regulation, said: "We became aware of the fault on Friday evening and BT engineers have been working on the problem throughout the weekend.
"The problem was traced to faulty cabling in the system and has now been repaired while we await a full but inexpensive overhaul of the wiring.
"Our traffic control system will get back to normal this evening and there should not be a repeat of today's problems at rush-hour tomorrow."
The Urban Traffic Control system manages 42 traffic lights across the city, enabling the controlled flow of traffic, along key routes in the city centre. The system creates an additional 20 percent of traffic capacity by managing traffic flow. Today's problem partially affected the system.
