Housing Act 2004

In 2004 new legislation aimed at the private sector was passed.

The act came into force on 6 April 2006 and:

  • replaced the existing housing fitness standard with the housing health and rating system
  • introduced new enforcement powers
  • introduced a new mandatory licensing for houses in multiple occupation

You can view our implementation policy on the act to the right of this page.

We held our third Housing Act 2004 conference at York St John University on 8th November 2006. Its purpose was to keep people up to date with the implementation of the Act, including the Tenant Deposit Protection Scheme. You can download the presentations and some further information about the Housing Act 2004 from the right of this page.
