The 2008 Private Sector House Conditions Survey carried out by the City of York Council identified that there are currently in the region of 6000 (8.2%) households living in fuel poverty within the city.
Households are defined as being in fuel poverty if they spend more than 10% of their total income on heating their homes for health and comfort.
