Household Waste Recycling Centre Permit Scheme

The Permit Scheme started on Monday 9 February 2009.  York householders with vans, trailers or hire vehicles will need a booklet of free permits to take rubbish and recycling to any of the sites. Landlords and students are also affected by this scheme.

Please note: Your permit booklets do not have an expiry date. Please only reapply when you have used all of your 12 permits.

Introduction

The 3 household waste recycling centres (HWRCs) in York, are provided for residents to help them to recycle, compost and dispose of their own household waste.

The permit scheme has been introduced to improve standards of traffic management, health and safety and customer care and also manage illegal tipping of trade waste at the sites. 

How does the scheme work for households?

  • If you use a hire vehicle (van), trailer or larger vehicle such as a 4x4 you will need a permit each time you use the site
  • You will be provided with 12 free permits, these permits have no expiry date.
  • For each visit you make in a vehicle that needs a permit you will have to hand 1 permit into the site staff 
  • If you use all of your permits within 12 months of issue you can apply for more and we will consider your application
  • All permits for householders are FREE of charge
  • Permits will only be issued to York Residents

Brick Rubble

The amount of brick rubble you can bring onto the sites is limited to equivalent of  2 car boot loads per month.  

Types of vehicles which need a permit

If you have one of these vehicles you will need to apply for a booklet of permits before using the site:

  • Any car with a trailer up to a maximum size of 6' x 4'
  • Small van with or without a trailer up to a maximum size of 6' x 4'
  • Transit vans
  • 4 x 4's with pick up rear
  • Mini bus
  • Camper vans
  • Hire vans
  • Hire trailers
  • Other large vehicles

You can use Hazel Court with any of the above listed vehicles.  See leaflet on the right side of this page for images of these vehicles.

Towthorpe and Beckfield Lane are only accessible with a car and trailer under 6' x 4' or a car less than 1.9 metres in height.

Which vehicles are not allowed on site?

The following vehicles will not be allowed onto any of the household waste recycling centres:

  • Horse boxes
  • Trailers over 10' x 6'
  • Vehicles with a pay load over 3.5 tonne

How to apply for household permits

  • Call the York Customer Centre on (01904) 551551 or download the application form on this page
  • You will need to provide supporting documentation, which is detailed on the application form
  • Return the form  by post only to Neighbourhood Services, PO Box 643, York, YO1 0EY.
  • All application forms will be processed and if approved permits will be posted out within 10 working days.

Please apply for your permit at least 10 working days before you plan to visit the site, to allow time for us to process the application.  Sorry, we cannot process applications in person.  They will all be dealt with by post.

If we need any further information or clarification from you once the application has been received by us this will be requested within 10 working days, by telephone, post or email.

Using a hire vehicle

If you are hiring a van you will need a hire vehicle permit to use the Hazel Court site.

You will be provided with a Hire Permit Sheet which has 4 permits, you will need to take the whole sheet to the Hazel Court to use the site.

  • If you have the hire vehicle documentation in advance you can apply by post for a permit   
  • Please fill out an application form as usual detailing the hire firm (if known) the type of vehicle (if known) and when you are wanting to use the sites, and we will post your permits to you 
  • Where possible please apply for your permits in advance by post 
  • You can also get permits on the day of hiring the vehicle by taking your hire agreement, with proof of your address, to Hazel court HWRC where your permits will be issued on site, for a one off visit.

Landlord's permits

If you are a landlord you can take any waste, left on site by your tennants, free of charge to the sites.  You need to apply for free permits to do this. Each landlord will be provided with 3 permits per house.

Once you have used all 3 permits you can apply for additional permits 12 months after your original application.

How to apply for landlord permits

  • Complete an application form (state that you are a landlord) and return it to us 
  • You must provide details of all the addresses of your rented properties and your own correspondence address
  • These applications are processed in the same way as all other permit applications and take up to 10 working days to be processed

Any waste that is produced by maintenance or improvement to a rented property is chargeable.  You will need to register with us as a trade waste producer and you must use use the weighbridge facilities at Hazel Court  to dispose of waste.  Please go to  Commercial waste disposal sites page for further information about applying to take trade waste to Hazel Court.

Students at the end of term

If you are a student clearing your rented house at the end of term in readiness to leave the property and you want to use a household waste recycling centre with a trailer, hire van, van or other large vehicles, you will be able to do this without a permit

You will however have to produce your up to date student union card which must bear a photograph of you on it.  This must be produced when you enter the site. 

Please be aware that if you do not have a householder permit or student union card you will not be allowed to use the site.
