Small businesses and traders can use the waste disposal facilities at Hazel Court HWRC, James Street, York for a charge. These facilities can only be used Monday to Friday 8.30am - 4.30pm. Trade waste is not accepted at weekends.
Trade waste is not accepted at Towthorpe and Beckfield Lane Household Waste Recycling Centres at any time.
In order to use the waste disposal facilities at Hazel Court HWRC, all businesses must first be registered with City of York Council Waste services and hold all of the correct documentation.
To register you can either download the registration form found on this page or call the York Customer centre who can post out a registration form for you. You may also need a waste carriers licence.
Once you have registered with City of York Council you will be issued with a window sticker for each of the vehicles that you have registered. These must be clearly displayed in your vehicles.
Before you visit the site you need to check that we can accept the types of waste you want to bring.
At Hazel Court HWRC we cannot accept the following from businesses:
Any business that produces waste has a legal responsibility (duty) to make sure that their waste is managed properly, is disposed of safely and does not cause any harm to health or pollute the environment.
It is your responsibility to check that your waste is going to a waste disposal site that can legally accept it. In Yor, the only Household Waste Recycling Centre that can accept business waste is Hazel Court HWRC.
As a business you have a number of responsibilities or 'Duty of Care'.
There are 3 Key Responsibilities that apply to you and your business waste:
Your Duty of Care responsibilities are set out in Section 34 of the Environmental Protection Act (1990). Failure to comply is an offence with a penalty of up to £5,000 in the magistrates court or an unlimited fine in the Crown Court.
When you take your business waste to a site, you will be asked to fill in a 'transfer note'. This shows that you have transferred your waste to someone that is legally allowed to accept your waste. At Hazel Court HWRC this is then signed by the site operative at the weighbridge as the person who is 'accepting' your waste. You will then need to sign this as the person who is 'transferring' the waste.
The transfer note documents that the waste has been disposed of correctly and is evidence of this.
You must keep a copy of this transfer note. All records must be kept for a minimum for 2 years. Any local authority can ask to inspect the records. Failure to produce records can result in a fixed penalty notice (fine) of £300.
Please be aware that any detail on your transfer note cannot be changed once you have left the site. It is your responsibility to make sure that all the details on the note, including waste description, weight and name of business are checked and any queries must be made before you sign the ticket.
As a business that is carrying waste you may need a 'Waste Carriers licence', this is a document which demonstrates that you are legally allowed to carry waste. Waste Carrier licences are issued by the Environment Agency.

If you bring your business waste on to any Household Waste Recycling Centre under the guise of household waste you are breaking the law.
You can be liable to a maximum fine of £50,000 under Section 33 of the Environmental Protection Act 1990.
Monitoring takes place at the sites in York and enforcement action will be taken against businesses that are found to ignore their responsibilities and the law.
As a business you will be charged to use the waste disposal facilities at Hazel Court HWRC.
Charges are made by the weight of material you bring on to site, with a minimum charges for anything under 500kgs.
On each visit to the site you must stop on the weighbridge so your vehicle can be weighed (it will be here that you get your transfer note).
At regular intervals, we will need to check the unloaded weight of your vehicle so that the correct charges can be applied. A site attendant will advise you on the procedure to be followed. Failure to do this will result in being charged the cost of 1,000kgs of non recyclable waste.
We have a differential charging system in place to encourage recycling and composting.

Please note that there is a minimum charge of £60.00 (excluding VAT) for non-recyclable waste weighing 500kgs or below.
To qualify for a recyclable load charge, 85% or more of your load needs to be recyclable. An initial assessment will be made at the weighbridge, but further checks will be carried out at the top level of the site. If it becomes apparent that 85% of the load is not recyclable the charge will be adjusted to the higher non-recyclable rate.

Please note that there is a minimum charge of £30.00(excluding VAT) for recyclable waste weighing 500kgs or below.
You can pay by cheque on your visit to the site or by monthly invoice. Failure to pay your invoices in a timely manner may result in you being prohibited from using the disposal facilities at Hazel Court HWRC until such a time that the outstanding balance is paid.
You can pay your trade waste invoices online using City of York Council online payments.
If your business moves or there are other changes made in relation to your name etc, you must inform us as soon as possible to ensure that our records are kept up to date.
If you move address and have a waste carriers licence you will need to change the address on this via the Environment Agency.
If you change or add an additional vehicle to your business fleet you need to inform us so we can issue you with new window stickers and keep our records up to date.
Our policy is to ensure a fair trading environment for businesses in York. All businesses must register and pay to use Hazel Court Household Waste Recycling Centre. Action will be taken against those who ignore the requirements and seek to gain advantages by not doing so.
