In response to recent changes in Houses in Multiple Occupation (HMO) legislation, the issue of HMOs and specifically student housing has been explored, including the possibility of an Article 4 Direction being used with regard to emerging government policy. Work has been undertaken to explore the spatial extent of student housing, alongside the impact concentrations of student housing is having on neighbourhoods.
In York, HMOs are typically occupied by student households and as such this paper focuses on student housing. However, it should be noted that shared housing in the private rented sector in the form of HMOs is by no means limited to students or recent graduates. Its role varies across the city and tenants come from a huge variety of backgrounds and with a wide range of income levels. Private landlords through the provision of HMOs thus make a valuable contribution to meeting housing needs in the city. This paper recognises that students form just one part of this wider sector.

The Council are currently consulting on the Concentration of Houses in Multiple Occupation Supplementary Planning Document (SPD). The consultation period for the SPD starts on Monday 23 January 2012 and ends at 5pm on Monday 5 March 2012. All responses must be received in this period.
