To ensure that policies and proposals in the Local Development Framework (LDF) contribute to sustainable development, each document produced for the LDF will be subject to a Sustainability Appraisal (SA), incorporating the requirements of the EU Directive on Strategic Environmental Assessment (SEA).
The Core Strategy is the principal document in the Local Development Framework (LDF). It will set out the overall strategy of the LDF and the key strategic policies against which all development will be assessed. All other Development Plan Documents (DPDs) prepared by the council will have to conform with the Core Strategy and contain policies and proposals which support it's strategic vision, objectives and spatial strategy.
The Core Strategy Sustainability Appraisal Scoping Report sets out the objectives and indicators which provide the framework for the Sustainability Appraisal. This was revised in 2010 to reflect the changes to the baseline information and methodology originally set out in the 2006 version. In addition to this, the original annexes detailing the derivation of the Sustainability Issues and Appraisal Objectives are also available to download.
The next stage of the Sustainability Appraisal process was to appraise the Issues and Options which are set out in the council's Core Strategy document.
The Core Strategy Issues and Options 2 document produced in Summer 2007 took into consideration comments made on the initial Issues and Options document. Consultation was held on the Issues and Options 2 between September and October 2007. A Sustainability Statement was produced to accompany this consultation, a copy of which can be downloaded below.
A full Sustainability Appraisal accompanied the Preferred Options Stage on consultation in 2009. The full document can be downloaded from the items listed below.
The Core Strategy Submission (Publication) document went out for consultation between 26th September - 7th November 2011 and was accompanied by a Sustainability Appraisal. The Scoping Report for the Sustainability Appraisal for the Draft Key Allocations Issues & Options DPD sets out the key issues and the methodology to be considered in the SA and how these have been derived. The completed Key Allocations DPD will set out all the sites which have been specifically identified for development in order to meet the Council's vision and objectives and the strategic policies of the Core Strategy. The Initial Sustainability Assessment which accompanied the Issues and Options Call for sites (May 2008) is also available to download below

York Northwest is a major area for regeneration which includes 2 major development sites; York Central (35-37 ha) and the former British Sugar/Manor School (42 ha). The sites are located in close proximity to one another, in a corridor between the A59 Boroughbridge/ Poppleton Road and A19 Shipton/ Clifton Road. These areas are now being planned through Supplementary Planning Documents (SPDs) as opposed to being taken forward as part of an Area Action Plan (AAP).

The City Centre Area Action debates the key issues and opportunities relating to the city centre.
Consultation on the Issues and Options took place in between July and September 2008. For this consultation, a Sustainability Statement was prepared. An SA Scoping Report has also been prepared that sets out the objectives and indicators, which will provide the framework for the sustainability appraisal. Consultation on this scoping report ran until the 23rd May 2008. The final Scoping Report and the SA Issues and Options SA Statement can be downloaded below.
