National Planning Policy Guidance

Planning Policy Guidance Notes (PPGs) and their replacements, new-style Planning Policy Statements (PPSs), are prepared by the government after public consultation. PPGs and PPSs help to explain what statutory provisions should be met and provide guidance to local authorities and others on planning policy and the operation of the planning system.

They also explain the relationship between planning policies and other policies which have an important bearing on issues of development.  Local authorities must take their contents into account in preparing their development plans (see York's Local Development Framework). The guidance may also be relevant to decisions on individual planning applications and appeals.

The review and replacement of Planning Policy Guidance notes is ongoing, and will take place as and when necessary in light of each note’s policy and strategic significance.  In the meantime the current PPGs will remain in place.

Planning Policy Statements (PPSs) and Planning Policy Guidance Notes (PPGs)

Planning Policy Statement 1: Delivering Sustainable Development

PPS1 sets out the Government's plans on delivering sustainable development through the planning system.

Planning Policy Guidance 2: Greenbelts

PPG2 outlines the history and ectent of Green Belts and explains their purposes.

Planning Policy Statement 3: Housing

PPS3 sets out how the planning system supports the growth in housing completions needed in England.

Planning Policy Guidance 4: Industrial, commercial development and small firms

PPG4 sets out the policy for Industrial, commercial development and small firms

Planning Policy Guidance 5: Simplified planning zones

PPG5 outlines the general nature and role of Simplified Planning Zonesexplaining their benefits in the promotion of particular areas, how schem,es can be created and the nature of their relationship to development plans.

Planning Policy Statement 6: Planning for Town Centres

PPS6 sets out the Government's policy on planning for the future of town centres.

Planning Policy Statement 7: Sustainable Development in Rural Areas

PPS7 sets out the Government's planning policies for rural areas.

Planning Policy Guidance 8: Telecommunications

PPG8 gives guidance on planning for telecommunications development - including radio masts and towers, antennas of all kinds, radio equipment housing, public call boxes, cabinets, poles & overhead wires.

Planning Policy Statement 9: Biodiversity and Geological Conservation

PPS9 sets out planning policies on protection of biodiversity and geological conservation through the planning system.

Planning Policy Statement 10: Planning for Sustainable Waste Management

PPS10 sets out the Government's policy to be taken into account by waste planning authorities and forms part of the national waste management plan for the UK.

Planning Policy Statement 11: Regional Spatial Strategies

PPS11 sets out the procedural policy on Regional Spatial Strategies (RSS). The Draft RSS for Yorkshire and Humber (December 2005) sets out the regional planning strategy, which includes York.

Planning Policy Statement 12: Local Development Frameworks

PPS12 sets out the Government's policy on the preparation of local development documents which will comprise the local development framework. See York's Local Development Framework.

Planning Policy Guidance 12: Development Plans

PPG12 has been replaced by PPS12 (above). However, PPG12 will remain in operation for development plans still being prepared under the 1999 development plans.

Planning Policy Guidance 13: Transport

PPG13's objectives are to integrate planning and transport at the national, regional, strategic and local level and to promote more sustainable transport choices for people and for moving freight.

Planning Policy Guidance 14: Development on unstable land

PPG14 sets out the broad planning and technical issues to be addressed in respect of development on unstable land.

Planning Policy Guidance 15: Planning and the historic environment

Circulars 01/01 and 09/05 discuss arrangements for handling heritage applications that amend the existing PPG15. The circulars should be read in conjunction with this guidance.

Planning Policy Guidance 16: Archaeology and planning

PPG16 sets out the Secretary of State's policy on archaeological remains on land, and how they should be preserved or recorded both in an urban setting and in the countryside.

Planning Policy Guidance 17: Planning for Open Space, Sport and Recreation

PPG17 sets out the policies needed to be taken into account by regional planning bodies in the preparation of Regional Planning Guidance and by local planning authorities in the preparation of development plans.

Planning Policy Guidance 18: Enforcing planning control

PPG18 introduces new and improved enforcement powers given to local planning authorities (LPAs) by the Planning and Compensation Act 1991.

Planning Policy Guidance 19: Outdoor Advertisement Control

PPG19 explains that the main ourpose oif the advertisement control system is to help those involved in outdoor advertising to contribute positively to the appearance of an attractive environment in cities, towns and the countryside.

Planning Policy Guidance 20: Coastal planning

PPG20 covers the character the coast, designated areas, heritage coasts and the international dimension and outlines policies for developments which may specifically require a coastal location.

Planning Policy Statement 22: Renewable energy. Includes a companion guide.

PPS22 sets out the Government's policies for renewable energy, which planning authorities should have regard to when preparing local development documents and when taking planning decisions.

Planning Policy Statement 23: Planning and Pollution Control

PPS23 is intended to complement the new pollution control framework under the Pollution Prevention and Control Act 1999 and the PPC Regulations 2000.

Planning Policy Guidnace 24: Planning and noise

PPG24 guids local authorities in England on the use of their planning powers to minimise the adverse impact of noise.

Planning Policy Statement 25: Development and Flood Risk

PPS25 sets out Government policy in development and flood risk.
