This guidance note forms non-statutory guidance to supplement the policies and proposals of the City of York Local Plan Incorporating the 4th Set of Changes.
It provides clear and up-to-date guidance and advice on the level of developer contribution required to ensure local education facilities are able to accommodate the extra demand created by new residential development. It is aimed at all groups involved in residential development and education - including council officers, developers, landowners, parish councils, and local interest groups.

In particular, policy ED4 of the plan states:
'In considering proposals for new residential development, any consequences for existing schools, early years and other community facilities will be assessed in accordance with the approved Supplementary Planning Guidance.
Where additional provision is necessary as a direct result of the proposal, developers will enter into a Section 106 agreement to make a financial contribution towards the provision of these facilities'.
