This detailed guidance note produced by North Yorkshire Police forms non-statutory guidance to supplement the policies and proposals of the City of York Local Plan Incorporating the 4th Set of Changes. It is intended to assist applicants in the preparation of Design and Access Statements (see Validation requirements for Planning and Other Applications), by helping to ensure that crime prevention measures are incorporated in the formulation of new development proposals.

This is a requirement of Development Control Local Plan Policy GP3 (Planning Against Crime), and is an important consideration in the determination of planning applications as confirmed by Government Circular 01/2006 (Guidance on Changes to the Development Control System) at paragraph 87.
