An application by Hungate (York) Regeneration Ltd for a mixed use scheme on the Hungate site was granted outline planning permission by Planning Committee on 28 July 2005.
The mixed use scheme will include offices, shops, homes, a focal community building and a new bridge over the River Foss. The development will be set within a framework of city squares, riverside piazzas and green spaces.
Outline planning permission establishes that the type of development that is proposed is acceptable in principle. Once outline permission has been given, details of the proposed development (such as the landscaping and the building materials) will be determined by a further application for the approval of reserved matters.
A reserved matters application has been approved for residential development on phase 1 of the site. This is currently under construction.
The development brief for the site sets out the main planning and design principles that the development of the area should be based upon. In order to provide a coordinated approach to development, it is expected that these principles will be followed in advancing planning applications.
The brief was consulted upon at the beginning of 2005 with local residents and other interested parties. The results of the consultation were reported back to the council's planning committee on Thursday 24 March 2005.
Members of planning committee approved the brief (with minor amendments) and this will now be used and referred to in assessing current or emerging planning applications for the area.
