York Northwest is a major area for regeneration including 2 major development sites; York Central (35-37 ha) and British Sugar (39.5 ha).
As part of the Local Development Framework the Council is preparing an Area Action Plan (AAP) for the York Northwest area. This will provide the future-planning framework to guide the regeneration of the area. It will ensure the development of the area is considered in a comprehensive way and will give specific guidance on type, location and quantity of development to contribute to the needs of the City. The Area Action Plan will provide detailed policy guidance within the strategic context of the emerging Core Strategy.

An Issues and Options Report was produced in November 2007 to promote debate on the key issues and opportunities relating to the York Northwest area. This was accompanied by a Baseline Report providing the background regional and local context and outlining the key social, economic and environmental characteristics of the area and a Sustainability Appraisal Scoping Report and Statement. These documents are available to download from the right hand side of this page.
Consultation on the Issues and Options report was held between the 15th November 2007 and 14th January 2008. This stage of consultation is now closed. Feedback will play a central role in the development of Preferred Options, to be presented for further consultation in Spring 2009.
The results of the Issues and Options consultation were reported to Members in the Local Development Framework Working Group of the 13th May 2008. Summary reports on each consultation event and an overarching consultation summary report are available to download on the right hand side of this page. More detailed consultation feedback is available from the York Northwest team on request.
A Preferred Options document is currently being produced, this will outline a more detailed approach or approaches to the development of York Northwest, based on the views of the public, stakeholders, the City of York Council and government agencies.
The Preferred Options document is scheduled for publication in Spring 2009 and will be subject to a further six week period of consultation prior to the production of a final submission document, scheduled for public examination in Spring 2010. Individuals and organisations who made comments on the Issues and Options document will also be consulted on the Preferred Options document. Work to progress an AAP for York Central commenced in 2006. The availability of the British Sugar site for redevelopment was announced after this work had started. This has led to the scope of the Area Action Plan being widened to incorporate both areas. The work on York Central has been transferred into the work now being undertaken for York Northwest.
